In Germany, we are one of the leading social research agencies. Our teams are based in Munich and Berlin and comprise around 85 specialist researchers working together to provide knowledge, evidence and insight that helps Government, and the public sector plan and care for society.
Role Mission

We are recruiting a Policy Evaluation Director in a mixed-method Evaluation role as part of our Advisory Group, building-on the existing evaluation offer to develop a strong multi-disciplinary team; collaborate with our methods centre and evaluation colleagues across Kantar globally; and build effective client relationships across the public sector.
Key Responsibilities 
Business leader -
shaping and driving the strategic direction and management of our mixed-method and evaluation offer at Kantar Public Division Germany. Working as part of the public policy leadership team, to develop and implement business strategy in Germany.

Team management - developing and leading a strong multi-disciplinary team of researchers and insights specialists.

Client relationships - wworking closely to cement and develop trusted adviser relationships with teams across the public sector and fostering a client focused approach within evaluation team to reflect our client first strategy.

Financial growth – you will share responsibility for meeting and monitoring financial targets, including expected revenue and performance. 

Methods skills – strong mixed-method and evaluation skills, including overseeing process, impact and economic evaluations and feasibility studies (for evaluation) using a range of methods; applying theory-based approaches to evaluation design; measuring complex social and economic impacts; developing clear policy and programme logic models/theories of change and translating these into outcome frameworks and measurement approaches.

Project oversight – you will have responsibility for the delivery and oversight of complex multi-method projects across the project lifecycle (from inception to outputs), including managing multiple stakeholders, partners and teams.  

Kantar Global - linking the Germany evaluation practice into the wider Kantar Global evaluation network. Looking outwards to our global innovation and insights capabilities and supporting global practice. For example, working with our global Policy and Programme Evaluation R&D team to generate coherent and compelling client offers and collaborating with colleagues in our EU, UK, International Development, Behavioural Insights offer areas, to develop the Kantar evaluation offer and brand.
What we are looking for

Business leader - will be an energetic, motivated and experienced team leader capable of developing and implementing strategic business plans, overseeing a team and building relationships internally and with stakeholders.   

Business generation - will have a strong track record of business development in public research and evaluation and proven ability to drive business growth within a team.

Policy knowledge - will ideally have existing knowledge and established relationships within the public sector and a commitment to delivering high quality and impactful research in this area. Our work spans policy areas, including education, work and skills, health, economic growth, business and enterprise, transport, social care, communities, international development.

Strong method capability – will have a track record of delivering research and undertaking project oversight, including the ability to add value through method/policy expertise. 

Communication skills - excellent communication and interpersonal skills, able to influence and operate effectively in a complex, client facing organisation. A team player, with a ‘can do’ attitude.

Personal attributes - a high level of energy, stamina and action orientation. Able to work under pressure, with the credibility and resilience to challenge and be challenged.
